First you will need about 50k or more to get more profit. Then u have too go into the grand exchange and buy as many super strengths(4). Go to the g.e booth where the shortcut to edgeville is. Around that area you will find Bob barter(herbs)
You will go talk to him and ask him to make your potions to super strengths(2) Then go sell to g.e. Rinse and repeat after u do that.

How does that work tho? You'd think you'd be getting less?

Well, Id o not know the prices this is just like a guess, but say Super Strength (4) are 1,020 GP each, you buy 10 of them. that is 10,200 GP. Then you go Decant them to Super Strength (2), you now have 20 of them, and let's say they are 515 each, well then that is 10,300, so it is small easy profit. Not sure if that is right, but just an example.
