Turmoil-
My plan is to get turmoil first, then focus on getting overloads.
Prayer Level: 83/95
~PvM XxX goal to turmoil and overloads~ 3024568

Overloads-
I know it's possible to get a +6 boost with 90 herblore to make overloads but it's really rare. I will try to get 90 for now(after turmoil) then I will go for 92 or 93.
Herblore Level: 82/90

Good luck on your goals, I have both of them, and they are very useful, I am not going to lie, I would go for Overloads first, because they are a lot more helpful, then you can continue your journey to Turmoil.

The reason why I say get Overloads first, is because you can use Overloads and Piety together, which is an excellent combination, then you can work your way to Turmoil/Soul Split.

I have the bones bought for turm but i still have 18k left to run I am currently only at 87 :S
